Policy and advocacy efforts target the national Disaster Risk Management Act, devolved county DRM frameworks, sector-specific policies (agriculture, health, WASH), and budget allocation processes to ensure anticipatory action is a recognised and funded approach across government.
By engaging Parliament, county governments, line ministries, and international partners, this pillar creates the enabling conditions under which all other pillars can scale sustainably and equitably across Kenya's 47 counties.
