Kenya's National Technical Working Group on Anticipatory Action — coordinating forecast-based humanitarian preparedness across government and humanitarian partners.
Anticipatory Action (AA) refers to the delivery of assistance and protective actions based on early warning and forecast information before a disaster fully unfolds. Rather than waiting for impact to occur and then responding, AA systems trigger pre-agreed interventions when hazard forecasts cross defined probability thresholds.
Kenya's AA programme is built on a seven-pillar strategic framework coordinated through the National Disaster Operations Centre (NDOC) and the Kenya Red Cross Society (KRCS), bringing together government agencies, UN organisations, NGOs, and community structures.
The programme operates primarily in Kenya's Arid and Semi-Arid Lands (ASALs), where recurrent droughts, floods, and other climate-driven shocks affect millions of people and billions in productive assets each year.

The Kenya National TWG on Anticipatory Action was formalised in 2022 under the leadership of NDOC and KRCS, building on years of forecast-based financing pilots by IFRC and partners. It is the first nationally-coordinated AA body in East Africa.
